Name and Shame foreigners: Should the list of visa overstayers be made available to the American people?

Not necessarily to the American people, but at least available to whatever branch of government that would be responsible. We probably have a weak link or just plain sorry folks that are supposed to be checking on these visas. This weakness could put more terrorists into the country adding to what is already here.
